For a communicational analysis of international management standards in societal security

Introduction This proposal presents a communicational analysis of international management standards in the field of private and public organizations. We study the new communication policies and strategies transmitted by these texts.this work (part of the notSeG project, 2009-2012) takes place in the field of the international standardization of societal security. the aim of this project is to study management standards (international, european and national) in relation to the institutions and the stakeholders who produce and use them. We attempt to uncover the organizational and social changes which are recommended.industrial standards are generally studied within management science and engineering. there are few studies in communication science that deal with them (Perriault J. Vaguer C., 2010 ; Juanals B., 2010, Juanals B. & al., 2011), but they can be included in larger studies. (Bazet I., Jolivet A., Mayère A., 2008). In 2000, lelong and Mallard noted "Surprisingly, technical standards, social cohesion, and communication are interrelated" (2000, p. 9). like technical standards and quality standards, security management standards contribute to giving structure to practices and to the ways in which information is organized, evaluated and controlled in organizations.the aim of this proposal is to show how a communicational approach to organizations can contribute to the analysis of these normative texts. an additional aim is to suggest a methodology to carry out this study. We will illustrate this approach with an excerpt from the corpus composed of resilience and business continuity standards.constructing a communicational approach for the analysis of normative textsthis study takes a comprehensive and critical perspective, and is conducted according to a communicational approach to organizations (Bouillon J.-L., Bourdin S., loneux C., 2007). We will draw on concepts and methodologies from text linguistics (adam J.-M., 1992) and socio-pragmatics (austin J. l, 1972). the concepts of text linguistics are used to describe enunciative polyphony. We also draw on actor-network theory in the sociology of science which focuses on the actors, their institutions and their industrial or scientific policies (Latour B., 2006). Our work therefore tackles issues linked with the circulation of knowledge (Juanals B., 2008) and the monitoring of controversies or industrial and scientific innovations. Text analysis is backed up by field studies using qualitative methods (participant-observation, interviews with experts).a number of French studies (such as Gramaccia G., 2001; Fauré B., 2007) have used a pragmatic approach to language to study the illocutionary aspect of speech acts in organizations.Within the context of a theory of conversation and text, work in Canada by J.R. Taylor has emphasized the increasing complexity in the writing process of organizational operations. This complexity is linked with a conception of authority as a distributed phenomenon, inscribed in texts and realized through interaction (taylor J.r., Van every e.J., 2010).The development of management standards in the field of the international standardization of societal securityThe industrial standardization of security and risks concerns both global security and international standardization. We contend that these two areas will play a leading role in the field of industrial regulation in the 21st century. they will have a major impact on industrial, economic and geopolitical areas.in this context, recent evolutions in standards (via the so-called 'management standards' of information security) are at the heart of our analysis. the processes of international industrial standardization apply not only to the artefacts of technical devices (in technical standards), but also, from the beginning of this century, to organizational methods and the evaluation process of these devices. this includes state regulations, especially in standards of management. as a result, domains such as "business continuity" and "resilience" now possess standards of 'security management".a study of standards in their industrial and cultural contextadopting a socio-pragmatic approach, we consider the texts of standards as validation and communication modes which deal with technical choices, knowledge and practices linked to professions. these elements are investigated in their cultural and industrial context, against a background of economic competition. Within this analytical framework, we study the circulation of models, practices and professional knowledge through these texts. Considered both as a process and as a result, the construction of these texts is analyzed as the temporary crystallization of elements coming from sociocultural, legal, industrial and technical backgrounds. texts are the traces of the result of this construction. their analysis, conducted with a comparative method, will track convergences, specificities and overlapping between texts.an analysis of standards in their textual and intertextual aspectsBased on a text-linguistic approach, we are interested in the textual dimension of standards. this dimension is explored using the linguistic concepts of intertextuality and performativity. the intertextuality and performativity of normative texts play a central role in their implementation and are still to a large extent unexplored in an industrial context.The analysis of networks of influence on the internatio nal field: texts and actors studied in interrelationIn a field characterized by high industrial and econo mic stakes, we seek to uncover and critically analyze the new technopolitics (edited or being edited) which are materialized in normative texts. In the editing process of standards, we explore the current process of arriving at a "consensus", which is presented as one of the operating rules in international standardization committees for the collective elaboration of texts. the linguistic traces of clusters of influence between texts are connected to their "author-actors". they disclose market dominations and structuring choices of models in organization and control.
Introduction Cette proposition présente une analyse communicationnelle des normes internationales de management dans le champ des organisations - publiques ou privées. nous étudions les nouvelles politiques et stratégies de communication portées par ces textes normatifs.Ce travail (menée dans le cadre du projet anr notSeG, 2009-2012) se situe dans le champ de la normalisation internationale de la sécurité sociétale. nous étudions des normes de management (internationales, européenne, nationales) en association avec les institutions et les acteurs qui les produisent et les utilisent. nous cherchons à déceler les transformations organisationnelles et sociales qui y sont préconisés.les normes industrielles constituent un objet d'étude relevant en général des sciences de gestion et des sciences de l'ingénieur. il existe encore peu de travaux en SiC les concernant (Perriault J. Vaguer C., 2010 ; Juanals B., 2010, Juanals B. & al., 2011), mais elles peuvent être prises en compte dans des recherches plus larges (Bazet I., Jolivet A., Mayère A., 2008). en 2000, lelong B. et Mallard a. observaient déjà : " Que les normes techniques aient à voir avec le lien social et la communication, voilà qui peut surprendre " (2000, p. 9). a l'instar des normes techniques et des normes de qualité, les normes de management de la sécurité contribuent à structurer les pratiques, les modes d'organisation, d'évaluation et de contrôle de l'information dans les organisations.La finalité de cette proposition est de montrer l'apport d'une approche communicationnelle des organisations à l'analyse de ces textes normatifs. elle est aussi de proposer un cadre méthodologique pour la mener. nous illustrerons cette démarche avec un extrait du corpus qui concerne des normes de résilience et de continuité d'activité.construction d'une approche communicationnelle pour l'analyse de textes normatifsConstruit dans une visée compréhensive et critique, cette étude est conduite selon une approche communicationnelle des organisations (Bouillon J.-l., Bourdin S., loneux C., 2007). nous utilisons des éléments conceptuels et méthodologiques issus de la linguistique textuelle (adam J.-M., 1992) et de la sociopragmatique (austin J. l, 1972). les concepts de la linguistique textuelle sont convoqués afin de décrire la polyphonie énonciative. L'analyse des textes est réalisée en lien avec des observations de terrain menées selon des méthodes qualitatives (observation participante, entretiens avec des experts).Plusieurs travaux français (comme Gramaccia G., 2001; Fauré B., 2007) ont eu recours à l'approche pragmatique du langage pour étudier le caractère illocutoire des actes de langage dans les organisations. Dans le cadre d'une théorie de la conversation et du texte, les travaux canadiens dirigés par J.r. taylor soulignent la complexification des processus de mise en écrit des fonctionnements organisationnels. elle est associée à une conception de l'autorité considérée comme un phénomène distribué, inscrit dans des textes et actualisé dans des interactions (taylor J.r., Van every e.J., 2010).le développement des normes de management dans la normalisation internationale de la sécurité sociétalela normalisation industrielle de la sécurité sociétale est située au croisement de la sécurité sociétale et de la normalisation internationale. Ces deux aspects sont appelés à jouer, à notre sens, un rôle majeur de régulation industrielle au XXie siècle, impliquant des répercussions sur des plans industriel et économique, voire géopolitique.Dans ce contexte, les évolutions récentes des textes normatifs - au travers de normes dites de "management" de la sécurité de l'information - sont au cœur de notre analyse. Désormais, les processus de normalisation industrielle s'appliquent non seulement aux artefacts des dispositifs techniques (dans des normes techniques), mais s'étend aussi depuis les années deux mille aux modes d'organisation, de mise en œuvre et d'évaluation de ces dispositifs dans l'espace public et dans les organisations - y compris au niveau de l'État. Des domaines comme la gestion de crise, la continuité d'activité ou la résilience organisationnelle sont dotés de normes de "management de la sécurité".les normes étudiées dans leur contexte industriel et culturelSelon une approche socio-pragmatique, nous considérons les textes des normes industrielles comme des modes de validation et de communication qui concernent des choix techniques, des savoirs et des pratiques liées à des métiers. Ces éléments sont appréhendés dans leur contexte culturel et industriel sur fond de concurrence économique internationale. Dans ce cadre d'analyse, nous étudions la circulation de modèles, de pratiques et de savoirs professionnels au travers de ces textes. en tant que processus et résultat, la construction de ces textes est étudiée comme la cristallisation temporaire d'éléments qui relèvent de dimensions socioculturelle, juridique, industrielle et technique. les textes sont les traces du résultat de cette construction. Dans le cadre d'une démarche comparative, leur analyse permettra de tracer des convergences, des spécificités et des re coupements entre les textes.les normes étudiées dans leur dimension textuelle et intertextuelleSelon une approche ancrée dans la linguistique textuelle, nous nous intéressons à la dimension textuelle des normes. elle est interrogée à l'aide des concepts linguistiques de l'intertextualité et de la performation. l'intertextualité et la performativité des textes normatifs jouent un rôle central dans leur mise en œuvre et restent largement à explorer dans ce contexte industriel.L'analyse des jeux d'influence sur la scène internatio nale : des textes et des acteurs étudiés en interrelationDans un champ porteur de forts enjeux industriels et économiques, nous cherchons à faire apparaître et à analyser de manière critique les nouvelles technopolitiques - éditées ou en cours d'édition - qui s'incarnent dans les textes normatifs. Dans le processus d'édition des normes, nous questionnons la nature du " consensus " qui est présenté comme l'une des règles de fonctionnement des comités de normalisation internationale pour l'élaboration collective des textes. Les traces linguistiques des jeux d'influence entre les textes sont mises en relation avec leurs " auteurs-acteurs " ; elles révèlent des dominations de marché et des choix de modèles organisationnels et de contrôle structurants.
